4 p.m. to 6 p.m.

MRC Members Present: Chair Tom Campbell; Jeff Tate, Roger Sherman, Hi Bronson, Gary Wood, Marty Behr, Tom Roehl, Dick Toft, Mike Gallion. Technical Advisory members: Julie Buktenica and Joan Drinkwin. Recording Secretary: Kate Poss. Visitors: Bill Attwater, representing Island County Water Resources Advisory Committee; Michael Kyte-Golder Associates; Bert & Bev Pack, Frank Robert, all of Lagoon Point; Marianne Edain and Steve Erickson of WEAN; Elliott Menashe of Greenbelt Consulting. Excused: Don Meehan, Sayed-El Sayed, Matt Klope, Tom Shaughnessy.

Call to Order: Chair Tom Campbell called the meeting to order at 4:10 p.m. A quorum was established by 5 p.m.

Shoreline Protection-rules and regulations of Island County @ 4:10 p.m. by Jeff Tate
· Jeff discussed Island County's shoreline regulatory framework; its history; current best management practices and the future in light of Dept. of Ecology requirements.
· He said that salmon protection laws passed by DOE this year require action on the part of Island County, but there is not enough money to fund the requirements. He said our MRC could help with some of the unfunded mandates, such as paying for inventorying of eelgrass, forage fish and shoreline hardening.
· Jeff's handouts are on file
· Frank Roberts of Lagoon Point said he wanted to know more about salmon protection and its relation to shoreline hardening. Joan Drinkwin said Hugh Shipman at DOE has info.

Approval of 4-4-01 meeting minutes/ 4-18-01 agenda @ 5:25 p.m.
Hi Bronson moved and Marty Behr seconded approval of the April 4 meeting minutes as corrected (Sayed El-Sayed's name was misspelled). The motion was carried.

Reports at 5:27 p.m.
· Northwest Straits Commission will meet April 27 at Greenbank Farms
· MRC's search for Executive Director-Dick Toft said the ad is in the paper
· Grants with Gary Wood
o Salmon Recovery Funding Board (SRFB) approved $28,000 in grants for Island County to act as the regional coordinator for administering SRFB grants in Clallam, Jefferson, San Juan and Island counties. He said Skagit, Whatcom and Snohomish counties are pursuing forage fish grants from SRFB.
o Gary expects we will have a total of $188,888 when the grant money comes in from SRFB, UC Davis and NWSC

Unfinished/New Business @ 5:45 p.m.
· Gary said President Bush was presented with a list of federal programs to cut; Northwest Straits Commission is on that list.
· Mike Gallion questioned where is NWSC money being spent; why the MRCs have received roughly $280,000 of the $500,000 NWSC was granted. Joan Drinkwin said MRCs should be vigilant and ask for an accounting from NWSC.
· Tom Campbell suggested individuals take their own cause of action in regards to contacting our Congressional reps. on the proposed NWSC budget cut.

The meeting was adjourned at 6 p.m. The next MRC meeting is May 2 at Monroe Landing Firehall, Oak Harbor from 4 p.m. to 6 p.m.
